No, EFE Rail is the brand name for models made for Bachmann Europe PLC, that are not made in Kadar factories. The tooling tends to, but not always, be owned by other companies, such as Kernow Model Railway Centre (O2, Gate Stock, etc.) or Heljan (Hymek, Class 58, etc.).

I suspect that additional Standard 5 locos will be in the May announcement, as the previously announced Standard 5 locos are listed as due 'Jun/Jul'.

The blue grey mark 1 SK is due 'May/Jun', so I'm expecting that more mark 1 carriages will be announced in May (assuming the release date for the SK doesn't change dramatically).

Only the standard versions of 92069 & 92212 are in the catalogue. Todays announcements are of the sound versions of those two, plus 92010 & 92184 (standard and sound).
