Ray, I'm with Ronald on this. Use the cellular clay type of material like Sculptamold. Most architectural modelling suppliers stock it. It has a better binding agent and more consistent fibre density than plain old papier mache.

The layout really is starting to look like Oregon coast scenery. It's already making me miss Oregon.

I have often thought about returning to Oregon in retirement. Then I remember the constant dampness of 8 years my youth in Portland. I will stay in the East Bay (of San Francisco) for now enjoying the somewhat desiccated Mediterranean California climate. The foggy dampness remains if I want it 25 miles away to the west in San Francisco city.

This is 15 miles north of the bridge - It is the Heceta Head lighthouse. (Taken two weekends ago.)

I have often thought about returning to Oregon in retirement. Then I remember the constant dampness of 8 years my youth in Portland.

Ken, the rains are returning, though only intermittently so far. We had a rainy day on Saturday. Sunny today, rainy tomorrow, but really nice again next week. It's Autumn.

 

I will say that global climate change seems to be making the average winter a little dryer. It certainly was two years ago.

 

This was taken yesterday on my way home - I was just a bit late for the full colour.

After that it was time for the basecolour of the water. For that I use cheap acrylic paints from a local store. First layer is a brown stripe along the waterfront:

My first thought was that I wouldn't have thought the "Cotton Belt" scheme ever made it to Oregon. They would be a long way from home.

 

I did however find this:

 

There's one at 1:30.  This train is in the Cascades on the main line and not on the Coos Bay line, but close enough to be plausible I'd say.

 

More, here in Eugene at 0:50.

Update. After watching the F1 sunday morning I made a wetup for the larg trestle. I did that with a Meccano-like toy my granddaughter plays with. Works weell:

The first thing I did this morning was to get me the wood for the front of the layout. Its made in the home depot store and 4,5 mm plex::

I also have 4 pieces that will mount behind the fiddleyard to keep stuff out of sight and unwanted hands. Drilled the holes uniform so that I can use the 4 on any module I want:

Another update, the last 2 days I made the fronts for the layout. My goal is having a good and nice presentation. For that I lined up the modules.

I started with the upper valance, took a wire and spanned it over the layout and put some weight to it:
