I agree that they should, unless they were designed for a specific purpose, such as shifting coal. That's what a J27 for example was designed to do, and it did it manfully for very many years. Although some of their later work was not taxing, in their prime they tackled heavy freight, passenger etc. and were fitted with water scoop tenders for work on long distance jobs. 1901 - 1962.
