There were proposals for an avoiding line in the 1930s, from Exminster to Hackney.  Had it come to fruition there would have been a saving of several minutes in journey time and the line along the sea wall would probably have been singled.  There are more details in Peter Kay's* book "Exeter - Newton Abbot - a railway history" published by Platform 5 in 1991.  It makes a very attractive idea for a parallel universe layout.  Had estimated costs not risen and Hitler not invaded Poland it would probably have been built.
