The railroad model has chip holder in the loco and tender wires nor pickups. The TTS version has pickups on tender plus the 4 wires between loco and tender with the plug. If they did do the TTS chip, they will not do the remaining stuff to bring it up to the TTS standard.
This is easy to workaround though. Remove the speaker and fit the chip in the loco, fit speaker in the tender and run a pair of wires between them. See the TTS steam thread where I post details about converting a Bachmann A1.

Sorry I did mean to say I have the TTS, COCK O THE NORTH and was actually thinking
after posting that might be the case with RailRoad P2. As I have the TTS A1 Flying Scotsman
also the railroad version that is the same decoder in loco no wires to tender nor speaker housing either .
