Depending how 'watertight' the contract between the parties to the TOC(s)/NR alliance is, and also the scope for realistic day-to-day operational flexibility/co-operation between the parties, I would suggest that there will need to be some industrywide mechanism to arbitrate disagreements, presumably involving yet another third party. Unless of course the Office Rail and Road (ORR) is going to get roped in too. God help us !

I see that neither Grayling or the BBC Transport Correspondent make any mention of the impact of these arrangements on the freight operating companies in that piece (or open access operators for that matter). Disappointing, but probably not all together surprising. I would guess that they haven't yet worked out the details or unfortunately the risks involved.
  4. And the open access operators too. Be interesting to see how it would work on the East Coast mainline with the resident TOC and two open access operators.
  5. Thanks for posting Titan. It's an ambitious plan and I hope, as proposed, it survives the pressure on Network Rail's budget. I'm guessing that this work also ties in with the alterations that have been discussed for Huddersfield station?
  6. Or, alternatively, a sign that 'the majority of drivers' are habitual law breakers whose perception of their driving ability probably exceeds their actual ability. When eventually caught they should be dealt with using the maximum penalties that the appropriate laws allow. Personally, I'd like to see ALL speed limits much more rigorously enforced, particularly in built-up areas and much stiffer penalties applied.
