Premier Inn in Abergavenny refused to give any discount to nurses/ doctors from the nearby hospital during the snow, when they couldn't get home. There were plenty of empty rooms apparently.

Why should they ? Doctors and Nurses aren't poorly paid. I count 2 of each among my friends and all have a very good to high standard of living.
