Suposedly - but ebay doesn't seem to apply them - I've seen some really daft postage amounts and been put off bidding. On the otherhand I have bid OTT on ones offering Free postage which has duly arrived with courier service and very well packed. my personal view is that all postage should be included as the starting price and the variable removed from the transaction (including ebay fees).
