Nail varnish remover on a cotton bud . Will take the decals off on oxford models. You DON't need to rub hard. If you are go'ing to remover the paint as well then just use paint remover over the lot.
With my Airfix class 31 . I replaced the plastic wheels on the front bogie with metal wheels. Got a rear bogie off E bay cheap. Then put the wheels on the front bogie. No more traction tyres works fine.

I went to a timber yard and got my birch 9 ply board. The sheet size was 8ft by 4ft Got them to cut them down. That was 10 years back cost per sheet was £38.00 then.
If there are no people around and on the end of a station platform i dont see it as a problem . If the station staff are fine about it so am i . Yes i do go down to my local station .
