How much longer, as a supposedly mature and civilised nation, are we going to permit the sale of explosives to untrained and unqualified adults, let alone minors?

  It's due to the failure of successive governments to limit them to organized displays, that's why.

  Dunno where you get the idea that we're a "mature and civilised nation", just look at the Sun, Star, Express, Mail. If their readers are representative of the population of this nation, then we're well up sh1t creek in a leaky boat without any paddles...
