Did hear there maybe a concrete pour over the next three days. I should think it's either or both A level working surface for exposed pile head area. Or, The drainage cut,has had a new layer of material and is compacted. The rectangular reinforcing being made up,I feel is for the trench and large ducting, then will be concrete poured. The other,has a bucket and a long handle brush and is applying tween the reinforcing. Will shew up better on my cam photos,later. My thinking is, Blockages, The guy(s) making up the reinforcing, am sure are for the trench. When I looked at the above photo, I was reminded of something I saw years ago - plastic sleeves (jokingly called "condoms" by the crew!) used to form the tops of stub concrete footings for transmission line towers.
