I think you're referring to Springside, possibly. They do have a website, and do own the ProScale range (although that seems to have died).

Some non caprotti locos were fitted with roller bearings on the tenders

I did look at that, and thought about it, but if I wanted a 7mm "Duchess", Martin Finney produces a flawless kit for one. Just add wheels/motor/gears.
