Despite the extra coach, higher gearing and lower tractive effort, the Deltic is much faster up a 1:37 than the Western, even at this lowish speed because when it comes to speed it is the power that counts not the gearing/maximum tractive effort. At least as far as diesel powered trains are concerned.
