I think there's some kind of rocker arm - you can see it better in these photos.

Correct.

 

The M7 were suburban tank locomotives which worked the outer suburban routes of the ex LSWR. Later replaced by LMS Fairbairn Tanks and BR 4MT 2-6-4Ts.

 

They certainly weren't branch line locomotives.

I always thought it was for balancing as the second "unused" crank was usually blind.
