Not eBay itself, these are T&Cs which are specific to the discount codes.

 

Discount codes are usually displayed on the first screen you encounter or at the top of other pages e.g. PRESENTS15.

 

One discount currently running (NECTAR20) is, I think, only on offer to selected members but I have no idea what the selection criteria are.

 

Both of the above discounts have seller lists in their T&Cs.  There is a lot of overlap though and I couldn't find anything of relevance to model railways beyond buses for your bridges as mentioned by other posters.
