The GCR London extension was opened in 1897 and the Berne gauge was agreed in 1912 so it’s pretty safe to assume the line was not built to that standard

The GCR was built on the cheap.

its possible those at the time, confused the two terms as it was common British perception to view Europe as a bit behind, in those times.
