Most of the engines that I obtain have not been used for several years. I give the body a clean and apply a little light lubrication if required and test on a well maintained track, using a train composed of 5 coaches. I then re-test before dispatch.

Cheap "pound shop" type trainsets tend to label the tender as such. It may also be that in the very early years of the railways, it was nomenclatured as such...

I can see it lurching down towards the village already....  :scared:

 

Looking at the photo, I think the roof was loose when s/he came to snap it for it's appointment with doom, and the numpty plonked it down and put the lid on whatever was the uppermost end!
