Somewhat boastful sign.

Perhaps a cigarette afterwards though.

Nurse Fletcher-Brown: ....cigarette?

Captain Blackadder: No....I only smoke after making love. So, back in England, I'm a twenty-a-day man.....

If he was doing it properly he would not have enough time for twenty-a-day!!!

Edit In case you think one of the signs has been turned around, notice the one way traffic sign also!

We have quite a few parking restrictions like that but not in Welsh. I assume them to mean you may park for up to 45 minutes but once you leave you can't return for another 75 minutes. However the no return is usually a couple of hours here. I always wonder if it applies to the car or the driver. I could pop out to the local shops and park. If on my return my wife took the car and parked in the same car park within the no return time, would that be an offence?

I suppose things can't be that bad if that is all I have to be concerned about!

That's an interesting point Tony. I would assume that it relates to the car, but as you say if your wife drove out again, she wouldn't have necessarily known where/when you'd have parked.

I reckon if someone had parked for 75min and if given a ticket for overstaying the 45min, on appeal they'd have a good chance of getting off as the signage is ambiguous.
