Yep as guessed above it was the air reservoir. 
 

I had two of the C&S sets when they were released. They DID make me smile for all the right reasons 😁

Tender is too low to get to HO kadee height but add some spacers to raise it up to match the cab and it’s a very good model.

I always wished I had bought the old Airfix Wild West sets when they were being flogged off cheap at Zodiac Toys.

 

Didn't know at the time they were made by Bachmann....

The body has a resemblance to the Bachmann mogul but there are a lot of differences. IMHO it hasn't come from Bachmann

The chassis is unlike the Bachmann ones.

 

I wonder if they have had permission to use the Royal Coat Of Arms and the Platinum Jubilee logo?

Both are registered designs.

Only officially licensed Platinum Jubilee merchandise can use that logo.

It's Bradford. Everything is legit even though it's awful tat. That's why they are so expensive.

 

And if not I reckon that Disney and the Elvis estate would have been on their case decades ago!

Happened to me once, with a 1.5hp SeaBee, luckily, that was a lightweight motor and I kept hold of the tiller as it vanished under the waves...
