Tony No it isn't. With PayPal buyer protection, the seller is responsible for ensuring it gets delivered, otherwise PayPal give the buyer a full refund at the seller's expense. It's the seller's responsibility to ensure it's fully insured, which for this amount would mean Royal Mail special delivery, or an alternative carrier.
