Here's a Pannier Parade, although probably not what you had in mind, but it is in Devon:

1st Battalion The Rifles on parade in Barnstaple Pannier Market whilst exercising it's Freedom of the Town of Barnstaple in April 2012, presumably a "nod" to the former Devonshire and Dorset Regiment which was amalgamated into The Rifles some years earlier

 

I can't help thinking that the Pannier Market bears a passing resemblance to an early Brunelian Train Shed.

Phil I think we are supposed to look past the Donkey-

 

Pannier -

  1. 1.
    a basket, especially one of a pair carried by a beast of burden.
    • each of a pair of bags or boxes fitted on either side of the rear wheel of a bicycle or motorcycle.
  2. 2.
    historical
    part of a skirt looped up round the hips.
    • a frame supporting a pannier of a skirt.
