If I ever get around to it then it would be this era I would model......need to get the British layouts done first though.... Burnham - by then without a railway but still boasting most of its very long platform - was on my 'patch' in the late 1970s and I used to visit most weeks to deliver publicity material to a (then) very pro-rail tourist travel agency which did quite well in terms of ticket sales. God. that would be some snow drift, if it got that deep, running trains wouldn't be high on anybody's 'to-do' list. Sighting requirement related to the footbridge, I'd think. There was also an overbridge just to the south of the station, where the GWR Cheddar Valley line crossed the S&D, so the height of the signal may also be related to that.
