Here in Western Australia, in the general run of rego numbers, use of a Q designates a vehicle owned by a state government department. Unless it's a single letter, followed by some numbers, whi h means it's a vehicle registered in the shire of Quairaiding. 

 

When it comes to vanity plates, though, depending on how much you're prepared to pay and whether someone else got there first,  you can have any combination of letters and numbers not deemed offensive and not beyond a certain length. Anecdotal evidence suggests that what is deemed offensive is fairly broad (or maybe it depends on the individual member of staff issuing the plate), so BOLLQX or variations thereof, probably wouldn't have got through here.

I'm surprised it got through in Victoria.

Funny how there are 8 bytes per bit so 256 options. Might explain the reason for said error

Probably. A single byte being used for the axle count. That would equate to a total of 64 4-axle vehicles (say, a Bo-Bo + 63 bogie wagons). So in all probability, not unreasonable to use a single byte as it's unlikely to ever be that high. However, it would have been safer to spec a double byte unsigned integer, then there would be 65536 possible values. That would be a very long train indeed...
